Deputy Chief Executive Officer
Angela Castro is the Deputy Chief Executive Officer for the Regional Transportation Commission of Southern Nevada (RTC), the only agency in the nation that manages public transportation, traffic management, roadway funding, and regional planning under one roof. In this role, she serves as chief of staff to the CEO and oversees government affairs, media, marketing, procurement, safety, security, and transportation demand management.
Castro is responsible for shaping and maintaining the agency’s image in Southern Nevada. She helped lead the successful effort to secure fuel revenue indexing, generating billions of dollars for roadway projects, and she continues to collaborate with federal partners to bring hundreds of millions of dollars in funding to Southern Nevada for infrastructure projects. Recognized as a strategic convener, she has built influential stakeholder committees to advance infrastructure and mobility, while championing economic opportunities for small businesses through RTC’s RiSE (Resources, Involvement, Support, Education) program.
Helping to manage a $1.3 billion agency, Castro leads staff and contracted firms in delivering policies, safety, security, outreach, and programs that strengthen mobility and the region’s economy. Over her 18 years at RTC, she has served in senior leadership roles, including Chief Strategy, Policy and Marketing Officer. Her earlier career includes roles with the Las Vegas Monorail, MGM International, and the Southern Nevada Water Authority.
A native of Guam, Castro moved to Las Vegas in 1998 to attend the University of Nevada, Las Vegas, where she earned her bachelor’s degree in public relations. She also holds an MBA from Regis University and is a graduate of the Vegas Chamber’s Leadership Las Vegas program. Beyond RTC, she was appointed to the Las Vegas Stadium Authority’s Baseball Stadium Oversight Committee and serves on the boards of Opportunity 180, the Asian Community Development Council, and Nevada Public Radio. She has been recognized as a Nevada Business “Woman to Watch” (2024) and as one of Vegas Inc.’s “40 Under 40” (2018).

M.J. Maynard-Carey
Regional Transportation Commission of Southern Nevada
Chief Executive Officer
M.J. Maynard-Carey is the Chief Executive Officer of the Regional Transportation Commission of Southern Nevada (RTC), the only agency nationwide that is responsible for public transportation, traffic management, roadway and construction funding, and regional and transportation planning – all under one roof.
Recognizing that mobility shapes our communities and economies, M.J. proudly leads the RTC as connector of the region’s business sector, its more than 2.4 million residents and 40-plus million annual visitors. She is passionate about building and sustaining a transportation system with a robust roadway network and efficient public transit that connects the Las Vegas Valley, improves air quality, and creates economic opportunities for people and businesses. M.J. recognizes that deploying the latest transportation advancements is imperative to moving Southern Nevada forward. Her embrace of technology has made the RTC one of the most technologically advanced transportation agencies in the country – from self-driving cars to sustainable infrastructure planning and funding to the future of public transportation.
During her 18-year history with agency, she has launched multiple groundbreaking initiatives, including on-demand mobility options; the rideRTC smartphone app; the largest transit service expansion in the agency’s history; bike share and e-bike program expansion; On Board, the region’s mobility plan; a traffic signal technology pilot that responds to real-time incidents; and the state’s first hydrogen fuel cell electric buses.
M.J. worked in Las Vegas’ hospitality industry for more than 25 years prior to joining the RTC, where she served as Vice President for Hard Rock Hotel and Casino for more than a decade. In this role, she oversaw a culturally diverse staff of more than 750 employees and was responsible for managing a multi-million-dollar annual budget that included capital expansion projects.
Considered a national leader and trusted voice of the transportation industry, M.J. serves as immediate past chair of the board of directors for the American Public Transportation Association.
Active in the local community, she serves on the board of Workforce Connections, Southern Nevada's workforce development agency; and the advisory council of the National Museum of Organized Crime and Law Enforcement, also known as the Mob Museum.
She holds a Bachelor of Science degree in Hotel Administration from the University of Nevada, Las Vegas.

John J. Entsminger
General Manager
Las Vegas Valley Water District and Southern Nevada Water Authority
John J. Entsminger oversees the operations of the Southern Nevada Water Authority, which is responsible for acquiring, treating and delivering water to local agencies that collectively serve 2 million residents and more than 40 million annual visitors, and the Las Vegas Valley Water District, which serves more than 375,000 customer accounts. He was appointed general manager by both agencies' Boards of Directors in early 2014, having previously served as director of environmental and water resource law and senior deputy general manager. Entsminger joined the organization in 1999 as an attorney.
Entsminger has spent his career addressing the unique water challenges facing Southern Nevada. He has been instrumental in developing inter basin and international agreements protecting Lake Mead water elevations, including the 2007 Colorado River Interim Guidelines and Minutes 319 and 323 to the 1944 U.S. – Mexico Water Treaty. In April 2014, he was appointed by Governor Sandoval to serve as Nevada's lead negotiator on Colorado River matters.
On the national front, Entsminger serves on the Boards of Directors of the Association of Metropolitan Water Agencies and the Water Research Foundation, and the Desert Research Institute Foundation Board of Trustees.
Committed to public involvement, Entsminger works closely with a committee of community stakeholders tasked with making recommendations on issues related to funding, planning and facilities construction and maintenance. These recommendations will guide future organizational initiatives, including a renewed commitment to maintaining its vast water systems.
Entsminger is a graduate of the University of Northern Colorado and of the University of Colorado School of Law, where he was awarded the Charles N. Woodruff Natural Resources Law Fellowship. He and his family have been in Las Vegas for 25 years.

Ann Barnett
Nevada Contractors Association
Chief Executive Officer
Ann Barnett is the Chief Executive Officer of the Nevada Contractors Association (NCA), a non-profit organization committed to serving and protecting Nevada’s construction industry. She oversees all operations and leads the association’s advocacy and government affairs efforts on behalf of union and nonunion general contractors, subcontractors, suppliers, and affiliated firms, ranging from small businesses to some of the largest construction companies in the state.
Since joining NCA in 2016, Ann has been a dedicated voice for the construction community- working with legislators, regulatory agencies, and stakeholders to advance policies that strengthen the workforce, promote infrastructure investment, and protect contractor interests. Her leadership reflects a deep commitment to collaboration, industry growth, and long-term success for Nevada’s builders.

James C. Chrisley
Clark County Department of Aviation
Director of Aviation
James C. Chrisley was appointed Director of Aviation for Clark County, Nevada, in 2025, bringing more than three decades of leadership experience across commercial, general aviation, and military airport operations both nationally and internationally.
In his current role, Chrisley oversees one of the most dynamic aviation systems in the United States, managing five airports: Harry Reid International Airport (LAS), Henderson Executive Airport (HND), North Las Vegas Airport (VGT), Jean Sport Aviation Center and Overton-Perkins Field. Under his leadership, LAS continues to rank among the top 10 busiest airports in North America – serving more than 58.4 million passengers in 2024. While LAS is most widely known for being the gateway to the sports and entertainment capital of the world, it also generates an annual economic impact of $35 billion and supports more than 18,000 jobs.
Chrisley has been leading the long-term revitalization of the airport system, including the HND and VGT master plans, as well as the LAS modernization and maximization projects to meet future aviation demand. Additionally, he has played a key role in planning, coordinating and advancing the Southern Nevada Supplemental Airport (SNSA) project, which once permitted and completed, will serve as the region’s second commercial airport.
With more than a decade of experience at the Clark County Department of Aviation (CCDOA) previously serving as the Senior Director of Aviation, Chrisley has played a pivotal role in the airport system’s support for high-profile regional events. He was a critical member of the Las Vegas Super Bowl LVIII Host Committee’s Transportation and Parking Committee, leading the coordination and execution of airport operations in support of the first-ever mega event. Under his direction, the CCDOA began preparations for both the Super Bowl and the Formula 1 Las Vegas Grand Prix races a year in advance to ensure efficient and seamless coordination. His leadership helped the airport system manage record-breaking volumes of commercial, general aviation, and cargo operations, as well as create a memorable guest experience for all passengers.
Prior to joining the CCDOA, Chrisley served more than 21 years in the U.S. Air Force as a Civil Engineering and Mission Support Officer supporting military operations worldwide. Chrisley holds a Bachelor of Science degree in Civil Engineering from the U.S. Air Force Academy, and a Master of Science in Civil Engineering from the University of Texas at Austin. In addition, he is a Certified Member (CM) of the American Association of Airport Executives and serves as an Associate Director on the Nevada Aviation Association (NvAA) board, supporting statewide aviation initiatives.
He has been married to his wife Sunny for more than 27 years, raised three children and is the proud grandfather of two. In his spare time, he enjoys golfing, camping, playing racquetball and cheering on his favorite sports teams – the Raiders and Vegas Golden Knights.
