What is the Metropolitan Planning Organization?

Designated under federal law as the Metropolitan Planning Organization (MPO), the RTC is responsible for overseeing the transportation and regional planning process for Southern Nevada. In addition, the RTC directs funding generated from various local, state, and federal funds for transportation purposes.

The MPO is in charge of leading the Southern Nevada Strong regional plan, with direction from  member agencies that coordinate plan implementation through the Steering Committee. The MPO helps support the agencies that carry out the plan and makes sure the community stays focused on its goals. For more information about the regional plan, go to southernnevadastrong.org.

The Metropolitan Planning Organization (MPO) at RTC helps shape how Southern Nevada grows and moves around—both now and in the future.

    The MPO looks beyond just roads and buses—they help plan how communities grow, where jobs and homes are located in the regional context, and how people get around.

    They create long-term plans (looking ahead 25 years!) to make sure transportation systems can handle a growing population.

    Local leaders, transportation experts, and government agencies work together through the MPO to make smart decisions about our future.

    The MPO makes sure all communities have access to transportation, jobs, schools, parks, and services.

    They also consider how projects impact the environment and work to reduce negative effects.
  • Managing Money & Priorities:
    The MPO handles funding from state and federal sources (like fuel taxes and a portion of the sales tax) and helps decide which transportation projects should come first.
  • Research & Surveys:
    They collect data and feedback from the public to guide planning and make sure projects meet real community needs.

Get Involved! 

The Metropolitan Planning Organization (MPO) plans and studies support important decisions about transportation in the valley. We work together with local partners to plan for the future, decide how transportation funds are spent, and choose which projects to support.

If you’d like to learn more or get involved, you can visit RTC Board and Committee Meetings and Agendas to find out details about each committee, their meeting times, locations and agendas. These meetings are open to the public and provide updates on transportation plans, projects, and policies in the area.

Purpose: This group helps take care of public transportation (like buses), traffic, and building roads. They also make plans to improve transportation and help make sure the Southern Nevada Strong Plan becomes a reality.

Representatives: Elected officials from Clark County (2), city of Las Vegas (2), City of Henderson (1), city of North Las Vegas (1), City of Boulder City (1), City Mesquite (1); Director of the Nevada Department of Transportation serves as a non-voting member. 

Purpose: This group gives advice on things like planning, funding for buses and roads, and other transportation topics. They also listen to ideas from other smaller groups and share those with the main RTC Board.

Representatives: TRC member entity planning and public works departments (director, manager, or senior-level staff)

Purpose: Helps the Executive Advisory Committee (EAC) by looking deeper into transportation planning issues and making recommendations to the RTC.

Representatives: Senior staff representatives overseeing land use planning from each of the RTC member agencies, Nevada Department of Transportation, Clark County Department of Air Quality, Clark County Department of Aviation, Clark County School District, Bureau of Land Management, Southern Nevada Water Authority, and representative from RTC mass transit contractors, urban goods/freight transportation, taxicabs or private motor carriers. 

Purpose: This group helps put the plan into action within different organizations. They also work to teach and involve people from those groups in making the plan happen. The SNS Steering Committee helps the RTC team by sharing ideas on how the Southern Nevada Strong plan can support their organization and the whole region.

Representatives: Senior management representatives from each of the 13 regional partners and representatives from other community and special interests.

Purpose: This group shares ideas and concerns about transportation for seniors and people with disabilities. They also help the RTC by giving advice about paratransit services, which is something required by the Americans with Disabilities Act (ADA).

Representatives: Members appointed by the RTC Board and currently represent seniors, people with disabilities, paratransit customers, and transpiration providers.
