Disadvantaged Business Enterprise (DBE) Program
The RTC is committed to identify, communicate and work with businesses that are certified DBEs. A DBE is defined as a small business that is socially or economically disadvantaged. To learn more about DBE qualifications, read the DBE program specified below.
It is the policy of the RTC to ensure nondiscrimination in the award and administration of U.S. Department of Transportation-assisted contracts and to create a level playing field on which DBEs can compete fairly for contracts and subcontracts.
For Federal Fiscal Years 2026 – 2028
The Regional Transportation Commission of Southern Nevada (RTC) established a goal of 1.3% for Disadvantaged Business Enterprise (DBE) participation in federally funded contract opportunities for Federal Fiscal Years 2026-2028.
Goal Period: From: October 1, 2025
Thru: September 30, 2028
FFY 2026 – 2028 Overall DBE Goal for Federally-Assisted Projects: 2.3%
Race-Neutral Goal: 1.0%
Race-Conscious Goal: 1.3%
